Personally, I don't think that websites are done growing. As newer technology comes out, eventually the older models will become obsolete. 800 x 600 monitors are almost at that point, and web sites should not have to cater to them for much longer. Just like companies don't create products for older architectures, I think that web design should be able to move on from the small screen sizes. I think that with the huge emphasis on content, and the ever-increasing monitor sizes, web sites will grow to adapt.
This being said, I think that a website should be able to cater to the user's screen size, possibly through a browser function. For example, it would be cool if you could chose your desired screen size from your browser, and it would effect the the design code accordingly, increasing or decreasing the size of the site content.
